Why this queue is time-boxed

When a cardholder disputes a payment their bank pulls the money back immediately and the merchant has a fixed window to answer with evidence. Visa allows 30 days on every reason code; Mastercard allows 45 days on a first chargeback and 30 at pre-arbitration. Miss the date and the case is lost automatically, whatever the evidence would have shown — so this queue sorts by time remaining. The second clock is the ratio: Visa’s VAMP programme treats 1.5% of transaction count as excessive, and breaching it brings fines and, eventually, loss of acquiring.
